NEWS, November 2018

November 1, 2018 - Statistics Canada released the Open Database of Buildings (ODB), a collection of open data on buildings, primarily building footprints, and is made available under the Open Government License - Canada which has been deemed compatible with OpenStreetMap by the Legal Working Group. The ODB brings together 61 datasets originating from various government sources of open data. The database aims to enhance access to a harmonized collection of building footprints across Canada. The current version of the database (version 1.0) contains approximately 4.3 million records and includes provinces and territories where open building footprints were found during the collection period from January to August 2018. The coverage of the ODB is expected to increase as more government sources of building information become available under an open data license and are integrated into the database.

There are three tables on this page, all of which document building-related "open data" (OD) sources. The first table is for municipal datasets, the second for provincial datasets, the third for other sources. The objective is to document the Type of data (footprint, parcels, civic addresses, Lidar, etc.) and the type of Licences, so we may see if any particular one prevails. In the "Licence" and "Completion in OSM" columns, try to use the color-coding conventions: they provide an easy "at-a-glance" visual of overall status.

There are a lot of entries that say ODL 1.0 or OGL 2.0, for instance. However, each of these is a "local spin version" of the data licence. Each one needs to be individually approved by the LWG before a "bulk import" process using those particular data can be started.

Late January of 2018, posted on talk-ca was: "These (license statuses) are very old and pre-date the formal import documentation process. The Toronto permission e-mail from 2011 or so amounted to not much more than “Sure ;-)” [smiley included in original]. I don't think the process would pass muster now. Unfortunately, none of us are lawyers, the OSMF's lawyers are very busy and naturally conservative, and slogging through licence work (and myriad outdated wiki pages) is no fun for anyone, least of all volunteers." So, we strive to better document status here. As of 2018-Q1, consider green entries in the Licence column as "OK to use OD" yellow entries as "under review" and red entries "yet to be reviewed by OSMF's lawyers/LWG." Discussion continues here and in talk-ca on how to improve this process, a major obstacle to BC2020.

Entry into OSM of building data from other (non-OD) sources are not affected and can continue. This includes, for example, methods of "manual tracing" such as with JOSM and the building-utils plugin, a visual layer like Bing and manual tracing to add buildings (independent of an import of licenced Open Data). That is why you'll see some rows with as red (unapproved) in the Licence column, but with partially- or fully-completed building data in the Completion in OSM column. Often, these municipal-scope sub-projects track validation and completion using OSM Canada's Tasking Manager/TM. We should strive to better harmonize status between TM's sub-projects and here. It may be that the percentage-completed numbers shown in the TM suffice, though it would be nice to link these together somehow. Currently (2018-Q1), more than 3 out of 4 TM tasks have "building" in their name, but for each of those, it is not clear whether their data entry is guided by an OD licence, as we document in the Licence column here (thus allowing "bulk import" of data) or isn't (and data entry is being done with "manual tracing" using non-OD-data methods). Our WikiProject_Canada/Building_Canada_2020 wiki should better document those more-local efforts on a city-by-city basis.
