About this Project

With this project we will update addresses in the urban areas within the Uruguayan territory. The project is being executed by members of the Kaart Data Team which contributes with updating and improving OSM road network data throughout the world. Ideally, prior to starting a project of this nature we make contact with the local community to make them aware of our plans and obtain their approval.

Objectives

To update the most possible amount of addresses on buildings or lots within the Uruguay territory by manually importing data onto the OpenStreetMap (OSM), while verifying the accuracy of the obtained data made available by the Uruguayan governmental agencies.

Datasource

The Uruguay Postal Service (Correo Uruguayo) created a database for their own use, which was then modified based on the "Modelo de Direcciones Geográficas del Uruguay" by the AGESIC, which was later disclosed and by the "Infraestructura de Datos Espaciales (IDE). The use of this data is Open, under the Open Data License (Licencia de Datos Abiertos). A written confirmation was also obtained, specifying the authorization to use the data for OSM.

Methodology

All imported addresses shall be added as nodes.

We wish to maintain intact all relations integrated with the streets by importing all addresses onto the relevant relations.

Data Preparation

The data was divided into three different groups:

  • 1. Address points already existing in OSM (many in Montevideo)
  • 2. Address points with incomplete attributes (missing house number or missing street name)
  • 3. Address points to upload to OSM.

Data from IDE contained many duplicate addresses, which upon investigation was due to inaccurate “Localidad” and “Departamento” data being used to assign this information to the address points initially. The IDE polygon layers for “localidad” and “Departamento” contained many overlaps, thus resulting in duplicate address points being created with the only difference being the “localidad”.

To fix this issue, admin boundaries within OSM were found to be more accurate and did not overlap, so these admin boundaries were instead used to assign the “localidad” tag to the address points.

The address points were then divided up by Department for ease of use and ease of upload during the import process.

Data Transformation

All data verification will be done manually.

In all necessary cases the address data and/or street names will be modified accordingly so the names match on both. Wherever available, we will also rely on other imagery tools such as Mapillary and OpenStreetCam to obtain a visual confirmation of street names to write in and add accordingly.

Community Support

Before starting the project, we will contact the local community through Talk-uy and the local Forum. The project will also be added the the Proyecto de Mapeo de Uruguay so that this project is known by the community and hopefully obtain local feedback. The Kaart Data Team will be working the data import until completion of the available data for the whole territory is done.

Data Imports

For the import to be done in an orderly manner, we created 19 individual projects on the Tasks Manager making an individual task for each Department in Uruguay.

The data shall be imported on a daily basis.

This import shall be done using the JOSM editor.

Itinerary

The address imports will be done only after the specific areas without addresses have been found and each one individually analyzed.
