To get a correct route on bicycle, the cost of taking a road would have to be 1.25 times the cost of cycleway / unit distance. That would be bad in the countryside, where it would sent a cyclist over a 10 km cycleway instead of the 8 km road. Plain weighting can not always produce correct routing.
