Individual Dataset Import Instructions
The purpose of this section is to provide instructions on how to go about importing each dataset in order to ensure that only good quality data is transferred to openstreetmap.

Import Instructions
- 1: download an extract of the raw data within the bounds of the state/region that you are importing
- 2: remove all the tags that aren’t listed for importing. convert all the tags above into the OpenStreetMap tags. I recommend converting LocAdd to note to make it easier to review.
- 3: add these tags to all objects: source=HIFLD Cellular Database, communication:mobile_phone=yes
- 4: download a new overpass layer from OpenStreetMap in JOSM including with all objects tagged with man_made=mast, man_made=tower, man_made=communications_tower or man_made=antenna.
- 5: with both layers loaded, use the ToDo list plugin to review each object individually, add the correct structure tags (mostly man_made=mast, and tower:construction=*.) add the address data as well if you chose to include it.
- 6: If an object already exists on the OpenStreetMap database, preserve the history by merging the imported data with the existing node.
- 7: if one mast/tower has 2 different broadcasting antennas, add one man_made=mast node, and 2 antenna nodes, the applicable tags applied to each.
- 8: upload to OSM using your import account. make sure to include the link to the database page and this wiki page in the source of your changeset.
