Humanitarian OSM Team/HOT Microgrants/Community Impact Microgrants 2021/Proposal/Hyperlocal Boundaries Mapping
Your project
This is an opportunity for you to tell us about your project. In this section we'd like to hear about your community, which local challenge your project addresses, what you plan to do and how, your sustainability plan, and how you plan to share your stories.
Describe the local challenge your project is addressing
In this section please describe in detail the challenge that your project addresses. We recommend your response be a minimum of 200 words and a maximum of 400 words.
Bagamoyo Urban is divided in 17 wards, In this project we are going further to map the lowest level of administrative system that do not exists in Tanzania to map hyperlocal boundaries in Bagamoyo Urabn for better decision making. Finding people with exact addresses is nearly impossible, as most part of the Urban part of Bagamoyo is unplanned. Therefore, mapping Bagamoyo Urban to such a detailed level will allow us to address issues at a neighborhood level for the first time. This is very important and will be used in different levels for decision making from individuals to the government.
Describe your project
In this section, please provide specific details about your mapping objectives. This should include: how you will contribute to help solve the local challenge you are addressing, what you aim to achieve with funding, what volume of mapping you plan to complete and how, and the number individuals are you aiming to include in mapping activities. We recommend your response be a minimum of 200 words and a maximum of 400 words.
Bagamoyo Urban is divided into 17 wards, and subwards (a subward is also known as a “mtaa” in Swahili). Within an mtaa there are further divisions known as “shinas” (which translates roughly to “branches” in English). Shinas are sometimes also referred to as a “Ten Cell”, since originally these areas were home to ten households. Now, due to increases in population, it tends to be between 30 and 200 households per shina. Each shina is administered by a ‘mjumbe’ (plural ‘wajumbe’ in Swahili). In this project we aimed to conduct hyperlocal mapping within 17wards of Bagamoyo Urban. From 01st May 2021 to 20th December 2021.Where by in every ward we are going to have one team with an expert and not less than three assistants, where in every team we expect to have two local women as empowering them. Each team is going to be working with the local leader called mjumbe, with their smartphones/Android ones installed with latest version of ODK, where by they will be moving around local leader while tracing the polygons and feeding in information like the name of leader, contants and shina number and the like. Later the information shall be uploaded to the KoboToolbox server ready for data cleaning and final map preparations. After having done all this we shall call upon every team to settle small local meetings within their community and try to explain the importance of this mapping activity. Then different workshops to be done to stakeholders as well media story sharing.
Describe your sustainability plan
In this section please describe how your activities will continue post-funding. If you are applying for funding to purchase equipment, explain who will store/use the equipment you purchase, and if you have long term sustainability plans for your community's development. We recommend your response be a minimum of 200 words and a maximum of 400 words.
In Tanzania the lowest administrative boundaries which have been mapped it is wards level, Therefore it is our ambition that we continue with this mapping through out the country, putting the whole nation in a lowest level of details, as this is going to help not only individuals but also the government it self and stakeholders in their activities.
What are your community defined project goals, and how do you define project success?
Please explain you project goals. This can include: setting goals such as "we will train X number of new mappers", "we will register as a legal entity", or "the data will be used by X", and why these goals are important to your community such as "we intent to be legally registered so that we can receive more grant funding in the future", "we intend to engage X number of women in mapping activities so that we can empower local women" or "we want to build a partnership with X so that our data will be used and trusted". We recommend your response be a minimum of 200 words and a maximum of 400 words.
Bagamoyo is divided into 17 wards, we are going to station one team in every ward, which means one expert and not less than three assistants, where two of them are to be local women, the data collected will be used by the local government themselves to arrange and strategize their activities to every neighborhood mapped, as well during disaster response it is easy to identify "spatially" the most and highly spots to be prioritized, the data can as well be used by the Health facilities and Health agencies during diseases outbreak as it is easier to locate where is probably the source of diseases, It is our wish that we keep working with HOT and from this partnership we can touch as many lives and hands of people as we can, we look forward into collaborating with OSM Societies in regions, Open Map Development Tanzania, and Stake holders so that to our data will be used and trusted.
What are your community's long term goals?
Please give describe your community's vision. This can include: where you see your community in five years time, how you want your data to be used, future partnerships you'd like to establish, or how you would like your community to grow (or not!). We recommend your response be a minimum of 200 words and a maximum of 400 words.
We want to create and build a foundation of strong community by using and developing tools for the community moreover, we strive to be the strong and reliable allover the aspects, we are developing environment to be able to disseminate all kind of data and education through workshops, mapathons, partnerships, events, you mention it, it is through this we meet new and different faces and new challenge that builds us to be strong and reliable in allover the aspects, our primary goal is to server the community at with the open data and open tools found in the local community, so any community and organisation that has the same vision like ours then it 100% that we are going to look out for partnership with them.
List the tools you intend to use during your project and why
Please describe which tools you plan to use to collect, update, clean, or store you data and why. For example: "we plan to use HOT's Tasking Manager to coordinate volunteers" or "we will upload our data to X platform because..." We recommend your response be a minimum of 200 words and a maximum of 400 words.
A team will need a smartphone/Android phone installed with a latest version of Open Data Kit (ODK) which allows tracing lines/polygons easily. Mjumbe, who is a shina leader, works with a team (mappers) to trace the boundary of his/her shina – also explaining the possible uses of shinas to enhance collaboration and participation. A mapper with mjumbe will walk around the boundary creating a polygon-like structure then fill the right information on the survey such as number of shina, name of shina mjumbe and others. After tracing the shina boundary, mjumbe and mapper use the the printed aerial imagery as a field paper to compare what has been traced from the field with the image to make sure they have traced the correct boundary. Then each team will send a form/survey to the Kobotoolbox server for further processes. Data will be downloaded from the server which will be cleaned, digitized through QGIS software, analysed and a hyperlocal boundary map produced.
Please give examples of how you will use share your stories with others. This can include: how you will publicise your news, where you will collect media content, how you will use social media channels, and if you will reach out beyond your immediate network to share your stories. We recommend your response be a minimum of 200 words and a maximum of 400 words.
First and most of all there will be some small local meetings with every team, trying to educate and show the importance of the mapped local boundaries the so called shinas, there after we will have different workshops, exhibitions , events and the like with different stakeholders and individuals trying to explain the whole process and how it went. Moreover we are going to have different online sessions, media like twitter and the like have them posted with everything as well we shall have created different dashboards that shows the project steps and the like,
Partnerships
Successful applications will demonstrate one or more partnerships with a local data user. Priority will be given to applications for which the data has been requested by a partnering organisation, or where the partner organisation has expressed interest in collecting the data for a specific use or intervention. Example partners include local non-government organisations (NGOs), community based organisations (CBOs), local governments, companies, universities, schools, and other academic institutions.
Describe who will use your data
It is important that the data you generate during the project is useful, and that it will be used to advance humanitarian and/or development challenges locally. In this section, please include: if the data you will be collecting has been requested by a partnering organisation, if there is an established formal relationship with the partnering organisation, if there is an existing MoU between you and the partnering organisation, and how long have you been working with the partnering organisation. If your organisation or community is going to be the data user, please describe how you will use the data, and how it ties in with your organisation's work. We recommend your response be a minimum of 200 words and a maximum of 400 words.
The data collected are going to be used by in helping the ward officers to manage the areas by allowing the ward/subward/shina leaders to better understand the structure of their areas. In case of emergencies (e.g. fire outbreaks or flooding), shina maps can be of help in responding to these disasters as the location of the target is known. In hospitals, tracking people’s origin by identifying their shina number at the registry- this will help to track patients with diseases like cholera, or malnutrition in children. Shinas help the local people to know their representatives on the subward level since most of local problems are solved from the shina level.
Describe any other partnerships you plan to mobilise or establish for the purpose of the project
In this section, please describe any additional partners you might be working with. If there are no additional partners (beyond the data user) this must be stated here. We recommend your response be a minimum of 200 words and a maximum of 400 words.
Addition partners of which we might be working with include Tanzania Data lab also known as Dlab, Dlab has been working hard in data arena by harnessing the power of local data, so it is our great ambition that through this partnership we nothing but the best from both sides. Moreover we planning to have the partnership with Bagamoyo referral hospital so that from this data they can be able to track to roots of outbreak diseases, as when the patient comes to hospital will be asked where s(he) is from.
Inclusivity
Successful applications will include a developed strategy for the inclusion of women, girls, and marginalised groups in mapping activities. This includes the number of women, girls or marginalised groups you plan to engage, and the way in which you plan to interact with them.
How will you ensure that your project activities are inclusive?
Please describe how you will engage women and girls, or other marginalised communities in your mapping activities. Please include the number of women, girls or marginalised groups you plan to work with and how, and at which point in your activities you plan to engage them. We recommend your response be a minimum of 200 words and a maximum of 400 words.
The teams are going to be formed in every ward that divides Bagamoyo Urban, and in these groups we shall have an expert, this will be a key person in every team, a contact person and someone who makes sure that everything is copacetic, this expert shall have assistants and these assistants shall include two women or girls in every group, the local leader so called mjumbe and local youths from the local society/shina through out the project.
Expansion
Successful applications will show how communities intend to grow community engagement. This includes a practical approach on how many new mappers you aim to recruit and how they will be involved in community activities. Priority will be given to communities that also include a plan for ongoing engagement beyond the grant period. If this is not relevant to your project, please explain why.
Explain how you plan to expand your mapping community
In this section, please include: your approach to recruiting new mappers, how will you engage new mappers, how many new members you plan to recruit, and how will you retain community members throughout the duration of project and beyond. We recommend your response be a minimum of 200 words and a maximum of 400 words.
Before project execution on May, we will have different tasks as training about ODK, QGIS, Data Structures, Kobotoolbox and the like, through these activities we are shall recruit new members as experts and assistants as well form teams.
Collaboration
Priority will be given to applications that collaborate with other OSM communities in the region. This can be country specific or regional and can include collaboration with Youth Mappers Chapters, or members of the HOT community to help with training, validation (as examples). For support in sourcing collaborators, email microgrants@hotosm.org.
Describe other OSM communities you are already working with
This may include Youth Mappers chapters, or members of OSMF (as examples). If you are not already collaborating with an OSM community, please state this and explain how you plan to work with other communities in your project in the following question.
Currently we have been intouch with Open Map Development Tanzania(OMDTz) which is has the outstanding performance in region, also some Youth Mappers Chapters as University of Dar es salaam Youth Mapper and Ardhi University GIS club.
Describe other OSM communities you plan to approach, or establish relationships with, for the purpose of the project
We recommend your response be a minimum of 200 words and a maximum of 400 words..
The already listed above are quite enough but we have the plan for establishing other OSM Communities along side this project in Bagamoyo Urban.
