ISTAT Italian Borders

Source

Data was taken from the ISTAT - Istituto nazionale di statistica web site, they asked for an Attribution Licence and for a notice to inform the user that the data was just based on ISTAT data, but modified by OpenStreetMap contributors. Data is distributed as SHP. Datum for the border is ED_1950_UTM.

Geographical precision is not uniform, since original digitalization was made either from topo maps at 1:5.000 (in-city) or 1:25.000 (out-of-city).

Licence

Discussion was held in italian, here the message sent:

Sul vostro sito web che sono disponibili dati sui confini
amministrativi italiani <http://www.istat.it/ambiente/cartografia/>,
mi servirebbe sapere se ISTAT concede l'uso di tali dati in forma
derivata.

Come prima cosa, trasformerò i dati, passando dal sistema di
riferimento ED_1950_UTM usato da voi, allo standard WGS84. Trasformerò
il file in altro formato: un formato XML il cui schema è definito
a questa pagina: <http://wiki.openstreetmap.org/wiki/Planet.osm>. 
A questo punto, integrererò i dati dei confini
amministrativi nel nostro database, aggiungendo una nota relativa al
vostro copyright, sia nel database, che in una pagina apposita sulla 
wiki del sito <http://openstreetmap.org/>.

Questi dati, saranno poi disponibili, senza registrazione, tramite
interfaccia via web e gli utenti potranno scaricare la nostra versione
dei vostri dati (ma mai i vostri file originari così come presenti sul
sito web ISTAT) per farne uso, anche per crearne delle mappe online o
mappe stampabili integrate con nostre note (ad esempio la collocazione
delle farmacie, dei bancomat, ecc...). I nostri dati, hanno diverse 
provenienze, in alcuni casi sono stati raccolti dai singoli utenti usando
apparecchiature GPS, in altri casi derivano da dataset già esistenti, ma 
di cui abbiamo ottenuto licenza opportuna per la derivazione dei dati
contenuti.

Sarà data menzione, in inglese, del fatto che i dati, originariamente 
sono stati derivati da dati ISTAT, "fonte: elaborazione su dati ISTAT".

Mi assumo la responsabilità di tutti gli errori che dovessero
intervenire durante la conversione di formato.

può utilizzare i nostri dati citando, come fonte: "elaborazione su dati
Istat".
E' opportuno comunque far presente che:

* la cartografia fotografa la situazione alla data del
Censimento 2001 e quindi non contiene le successive
 variazioni territoriali intervenute (nuove province, nuovi
comuni, variazioni territoriali dei comuni, ecc.)

* la versione scaricabile utilizza un dettaglio cartografico
"generalizzato", cioè significa che i confini
 sono stati semplificati per ridurre la pesantezza del file
(vedi descrizione scaricabile dal sito)

* non si tratta di cartografia "ufficiale" ma di
cartografia realizzata dall'Istat per finalità censuarie.

Conversion

Conversion from SHP to OSM file format was coordinated by User:Simone, taking in to account borders data already deployed in Openstreetmap, like the german and the french borders. A mix of custom made PHP and .NET scripts was used to transform the data, in adition to some DBF change inside ArcGIS.
