There are objects in the database, which can have air conditioning. To indicate this feature you can use this tag. For example a public library may have air conditioning. This tag can also be used to indicate that a feature lacks air conditioning even though it might be expected. This tag is supposed to be added on existing elements.

yes	There is air conditioning. The location offers air conditioning. This does not imply that air conditioning is always turned on. This tag is supposed to indicate the feasibility of the location to use air conditioning.
no	There is no air conditioning. The location does not offer air conditioning.
