Every municipality/provincial land/district in Germany has its official municipal number/key (AGS), with the length of maximal 8 numbers. There is also another key with the length of 12 numbers, the district number/key. This tag is used for the newer key with 12 numbers.
In OpenStreetMap, this key makes it easier to check boundary relations for correctness and gives other tools such as street comparison a decisive advantage.
Composition
The key's composition is as follows:
- the first two digits denote the Bundesland (state)
- the 3rd digit stands for the Regierungsbezirk (administrative district)
- the 4th and 5th digits identify Kreisfreie Städte (urban districts/independent cities) and Landkreise (rural districts)
- the 6th to 9th digits define Gemeindeverbände (municipal associations)
- the 10th to 12th digit is for Gemeinden (municipalities)
An example is 14 5 21 5115 430, which references the municipality of Niederwürschnitz
- 14 Saxony
- 5 Chemnitz region
- 21 Erzgebirgskreis district
- 5115 Lugau town
- 430 Niederwürschnitz municipality
In states without administrative districts, the 3rd digit is 0.
Tagging
The key de:regionalschluessel=* with the regional key without spaces is set as the value for the border relations. For urban districts or independent cities (as defined by the Federal Statistical Office of Germany), the keys should always be filled with zeros to 12 digits in order to create a clear distinction from the rural districts.
The de:regionalschluessel=* key can also be used to tag municipal associations, in which case it has 9 digits (shortened by 3 digits, municipality key)).
