The except=* key is used to specify that a restriction does not apply to these vehicle types.
Common values
Common values are: psv / bicycle / hgv / motorcar / emergency
Usage
Add the key to a restriciton relation and set the value to a transport mode to which the restriction does not apply.
If you need to set more than one value, separate them with semicolons, e.g. except=bicycle;psv.
