This feature has been labeled as deprecated. The recommended replacement is: capacity:tents=*.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

The maxtents key describes how many tents many be placed on a campsite or pitch. It is most often used on small, backcountry campsites. The restriction is either due to the size of the camp site or a constraint by the owner of the ground of the camp site.

In general, a 'tent' is a small tent for one to four persons. It definitively does not mean a big, military-style tent where up to 20 persons can sleep. A family tent (which is bigger) might be treated as two or even three tents.

Often, this is used in combination with maxstay=*. If there is a maximum amount of persons known, use capacity:persons=* as well.

This key is considered legacy now. Please use capacity:tents=* instead.
