This tag is to identify places where a finnish special case traffic rule always applies.
Since 1997, in Finland cyclists arriving onto a carriageway from a cycle track must give way if and only if a couple of general yield rules don't apply to the other vehicle. There are still common misconceptions about the rule, and about how often and where it is always the cyclist that must give way. We try to map them, to really find out if such crossings are a minority.
The negation of this tag is not "cyclists have the right of way", but it mostly depends on who's turning or what traffic signs they face.
When to use
The crossing can only be tagged with this, when at that node
- no other vehicles pass a give way sign before (they must yield)
- no other vehicles are turning in the intersection, and the cyclist is necessarily crossing the road the other driver is/are turning onto
- no other vehicles come from a pedestrian street, a living_street, a yard, a parking space, a fuel station, or similar
- no other vehicles come from a path, a track, or similar insignificant road (there's no real definition what that last thing means)
If traffic is normally controlled with traffic signals, we use special values to signify that this only happens if the signals are not working.
In a crossing with a center island, the rule may apply only to one of the parts (i.e. crossing the lanes for traffic in one direction only).
Usage
Because this is something very local, we used plain text values in local language.
We use it on the node where the highway=cycleway and the other highway=* share a node.
- pyörä_väistää_aina_autoa=jep All cyclists arriving to this node from the cycleway must always yield to all vehicles on the road
- pyörä_väistää_aina_autoa=tämä_osa As above, but where the node represent only a portion of a crossing with an center island, and the rule does not apply to the other portion
- pyörä_väistää_aina_autoa=toisella_osista As above, where the rule only applies on one portion of a center island equipped crossing, but where the way is not split around the median, but represented with just one node
- pyörä_väistää_aina_autoa=tämä_jos_valoton As tämä_osa, but only when the traffic_signals controlling this are off, or broken
- pyörä_väistää_aina_autoa=jos_valot_pois_päältä as jep, but only when the traffic_signals controlling this are off, or broken
- pyörä_väistää_aina_autoa=epäselvä special value when it is reasonably unclear whether the rule applies or not. Most probably cycleway crossings within 12 to 30 meters from the nearest intersection; after 12 meters it's unclear when the turning vehicle is no longer turning in an intersection, but the cycleway crossing is a new, distinct intersection of ways.
