This feature has been labeled as deprecated. The recommended replacement is: ref:GB:uprn=*.
The reason is documented in Deprecated features. You are still free to continue to use or interpret this tag as you see fit since OpenStreetMap does not have “banned features”.
Under no circumstances should you (semi-)automatically change “deprecated” tags to something else in the database on a large scale without conforming to the automated edits code of conduct. Any such change will be reverted.

This key was never discussed on UK mailing lists and it is not clear that data added using this key confirmed to the OSM CT. Either way this is moot as did go through all the processes once UPRN data were released under an open licence.

This tag was used to give the first of a list or only Universal Property Reference Number of the United Kingdom's National Address Gazetteer, in site address information other UPRN linked through time simply had the number 1 changed for their position in the list. non UPRN entries in the NAG substitute UPRN for their code name such as UARN (Universal Address Reference Number) and USRN (Universal Street Reference Number).

Note commercial releases of NAG often have copyright or licensing issues, so for the time being aren't easy to include however wild UPRN and USRN and UARN that you may find in the public domain or displayed close to your survey sites aren't linked to you by any licensing and so can be collected like other survey data.

Also Note due to the arguments between government departments of how the licensing was set up some councils have used or release their local version LLPG [Local Land & Property Gazetteer] for just their area. these maybe being encouraged for use to reap the full benefits of the original scheme.
