ref:msal=code is a mechanographic code that is present in the datasets released by Ministero della Salute (MSAL), i.e. the Italian Ministry of Health.
The "Ministero della salute" (MSAL) assigns a numeric code to both dispensing and non-dispensing pharmacies in Italy.
For non-dispensing pharmacies, the code always starts with one or more zeros; it should be transferred to OpenStreetMap keeping the same format.
This data is available in the Open Data portal of the "Ministero della Salute" which contains the complete dataset for pharmacies open to the public (released under IODL 2.0): http://www.dati.salute.gov.it/dataset/farmacie.jsp.
