MapBeks is an online community of volunteers that advocates LGBTQI+ representation and inclusion on OpenStreetMap. It started in 2017 when a group of friends mapped out building footprints to support the TY Mangkhut operations. Eventually, with the support and guidance of Mental Health aWHEREness and the local OSM Philippines community, MapBeks was able to identify its role within the diverse OSM millieu.
Currently, the group is made up of 10 main volunteers which help each other host small mapathons with various organizations. They have been actively mapping LGBT friendly spaces and HIV facilities in the. country.
What do you need the grant money for?
We want to understand what you plan to buy, how much you plan to buy, and why this will help you to scale your community mapping efforts. There are two tables for you to fill in your response, and you may add more rows as needed. Some examples are in the table for your reference. You are welcome to use a different format in your response, but please make sure to include these details.
In early 2020, the MapBeks team has already started collating and mapping HIV facilities data on OSM. A total of more than 600+ facilities has been listed with gaps in infomation like contact details, location, etc. Through the help of the communities, they were able to map out more than 50% of the identified data. With experience in mapping the facilities, it has come to the team that the tagging scheme became too complex and complicated - some phone numbers of the HIV facilities, got. mixed with the hospital tagging, etc. Thus MapBeks would need to retag and recheck the tagging scheme from the start.
The data and mapping done previously was tested to be very helpful during the COVID lockdown in the Philippines. Public transportation was ceased and PLHIVs (persons living with HIV) were having difficulty of acquiring their medication. MapBeks was able to partner with The Red Whistle, a local HIV NGO in the Philippines, where they launched the #ARVayanihan Map (ARV - meaning anti-retroviral therapy) which locates nearest dispensaries and treatment hubs and provides contact information for anyone. This was then tied to their ARV delivery system. Currently, the ARVayanihan Map has reach more than 17,000 views thus making its mark in being a valuable resource for PLHIVs in the country. One of the goals of MapBeks is to move the map (currently in Google Maps) to a more open-sourced interface such as MapContrib or UMap.
The proposed project is to map out all, HIV facilities (HIV testing centers, primary health care units, and treatment hubs) in the Philippines in a span of 6-8 months. In addition to this, the team will contact and validate all identified centers by calling them and conducting a short survey to add information on OpenStreetMap.
There will be 6 phases for the project which includes:
- Preliminaries - will include all necessary preparations in setting up workflows and activities for volunteers, finalization of tagging system, documentation, event scheduling, data mining, tasking, etc.
- Data Collection - will conduct datathons to engage PLHIV and communities about the mapping initiative. This will also increase awareness within core stakeholders within the community which allows possible partnerships, data sharing, and collaboration.
- Validation - after filling up the database with initial data and contact information, volunteers will then contact all HIV facilities and conduct a short survey verifying data mined information. Survey will be finalized after consulting PLHIV community of the necessary questions. Possible questions would need to verify actual email addresses, websites, supplies inventory, services offered related to PLHIV treatment, etc.
- Data Uploading - after the data has been validated, the team will go back and retag those HIV facilities on OSM already. In addition, with verified data coming from the actual facility, the data on OSM will also be updated. All the data collected will then be uploaded to a webmap repository where it can be downloaded and be used by anyone. The webmap can be MapContrib or UMap.
- Promotion and Partnerships - consequently after retracing more than 50% of data, the team can conduct mass promotion on Facebook groups and partner with advocate NGOs to promote the website to their social media accounts.
- Closing - This will include closing of accountabilities, liquidation, report writing, and documentation.
The project proposal would include expenses to support participating volunteers with communication and meal allowance during the proposed period of data collection and validation. Furthermore, support in implementing webinars/ datathons/ validathons would encourage the advocate communities to be aware of such initiative.

New and Repurposed Cost (September 2020)
Due to the extended duration of the project, MapBeks has submitted a renewed and repurposed costing to extend expenses from 6 months to 12 months. This reallocation would allow to support more time for core volunteers to help with the project and to set up the MapBeks official website . This was formally approved as of September 24, 2020.

If you receive a grant, what do you aim to achieve?
It is recommended that this supports mission of the OSM Foundation and your local community. Please provide us with any information you think is relevant including the metrics you expect to achieve. Please write 100-200 words.
We aim to achieve the following:
- Create an open-sourced online database of HIV Facilities in the country that can be used by treatment hubs, HIV advocacy groups, researchers, PLHIVs in the country.
- Create a documentation/ report on how to kickstart a similar project in other countries gravely affected by HIV. This would include how to start gathering information, crowd-sourcing, tapping volunteers and organizations, creating a webmap site, and how to update information on the map, etc
- Conduct datathons and validatathons as a method of data collection and validation.
- Create an open-sourced webmap for people to use to locate the nearest HIV testing facility or treatment hub. which includes valuable contact information and supplies inventory (if applicable)
- Reach out to various PLHIV communities and champion an online repository of HIV directory that was built up through participatory and community activities.
- Train volunteers to update, add, and edit information using the online database and map

We were able to receive a 2020 OpenDataDay grant from Open Knowledge Foundation for a small datathon last March 7, 2020 in partnership with Pilipinas Chubs X Chasers and Fahrenheit Bar
No other formal support and funding has been received by the group but we have partnered with local organizations in our small mapathons like:
- The Red Whistle (HIV advocacy group)
- University of the Philippines Department of Geography (academe)
- Pilipinas Chubs X Chasers (LGBT group)
- OSM Ph-izza Program
This proposal has also been submitted to the Humanitarian OpenStreetMap microgrants.
