Area hedges not rendered

The rendering for barrier=hedge mapped as areas was changed in v4.25.0 (released in February 2020), so that hedges mapped as areas no longer rendered with a solid green color, but instead with a green outline. In the following thread on the tagging mailing list some mappers criticised the change in rendering a tagging scheme documented in the wiki.
