Previous proposals
This draft was written in 2015, i.e. 7 years after a similar proposal Proposed features/research_institution (note: institution, not institute) was rejected in 2008 with a 11:7 vote.
However, this 'institute' value has been growing organically in particular since 2015 and is well documented in currently 8 languages worldwide.
Please note that the tag office=research has a different scope than amenity=research_institute, the latter can comprise large scale technical installations such as a Particle Accelerator, a Research reactor, or a test drive area for research on autonomous driving, which can hardly be described as offices.
