Origin
I have posted a comment on Talk:Approved_features/Parking#Trucks_and_campers. But I thought this tag would be more appropriate for it. Of course, a tag like camper=yes or something could be used, but this seems a better way of doing it.
Proposal
A place that is designed for camper places (normal cars can't stay there), but also for normal park places where you may stay overnight with a camper. Some are only permissive, i.e. it is allowed to stay there, but some are made for it and have power supply, toilets, waste water loosing (I don't know the right word), fresh water, etc.
Sometimes, camp sites also have a part specially for campers. They are, for example, on an asphalt ground, have only little room around the camper, but are much cheaper than a camp place (where you have often grass, more space etc.). They are made for when you only want to stay overnight.
Rationale
There are a lot of camper park places, at least in Europa. There are even lists of POI's for navigation systems and books full of those camper park places (For example, a Dutch book "Campergids Europa").
A free resource of these camper parkings would be very handy when it is late and you want to stay somewhere for the night.

Mostly like tourism=camp_site.
capacity:campers=yes/no/NUMBER or capacity=yes/no/NUMBER for the capacity
opening_hours=* for opening hours (of course)
fee=yes/no/? Whether or not you should pay for it. Most are free.
surface=* On which surface is it?
description=* A short description of the camper place.
dog=yes/no Are dogs allowed? (Often: yes)
