Proposal

Change the tag leisure=golf_course to landuse=golf.

Traditional golf is implied however, additional subtag or key such as golf=foot and golf=disc could indicate more specific landuse

This is a substantial change which will affect all areas, nodes and relations currently connect to leisure=golf_course.

Rationale

The section labeled leisure=golf_course suggests a particular audience - casual golfers as well as a type of landuse being for a golf course. A traditional golf course is component of a business entity while a new disc golf course may be a track within a park, a business, private residence and more. Foot golf is most often created on a traditional golf course but not always. None of these are always associated with a business or have characteristics usually associated with a place. Therefore landuse appears to be the more appropriate of the four: leisure,place,business and landuse.

The change of golf_course to just golf allows for other golf related elements such as a driving range, practice area, instructional facility, and others to be associated with the landuse specific to golf and general to any golf related usage. The significance of this change will provide greater credibility to map of the golf industry to take a more vested interested in the depiction and accuracy of the data representing their particular business while providing the flexibility for up and coming user groups related to disc and foot golf and others yet to emerge.
