Proposal
A less ambiguous tag as a replacement to highway=unclassified. This proposal aims to find consensus on an appropriate replacement tag. This proposal aims to deprecate the highway=unclassified tag.

Rationale
The highway=unclassified tag is named in a confusing way - following the British classification system, OSM editors outside of the UK initially find it a hard concept to get to grips with.
