waterway=intermittent lake
Some lakes can disappear seasonally; they are called intermittent lakes and are typical of karstic terrain. A prime example of this is Lake Cerknica in Slovenia.
The largest boundary the lake normally reaches would be tagged with this tag. The smallest would be tagged as lake or river, as appropriate. Probably as river Stržen in the case of Lake Cerknica.
