Proposal
A tag to indicate if a phone number is present on a sign in front of a restaurant, store, administration ....
Rationale
It allows to do a full phone survey, by allowing a way to indicate that the information is not present (on a sign).
It can be used in the same way as "opening_hours:signed=no" to effectively add phone numbers
Examples
A restaurant that has a sign with opening hours but no phone number on the sign may be tagged with phone:signed=no
Tagging
Use phone:signed=no on any object that has phone number and has no phone number sign.
Applies to
It applies to nodes and areas that can have a phone number.
