Proposal
There is a tagging of opening hours on public holidays, but the holidays are not tagged by now. This proposal will allow the tagging of the dates of holidays within an area at the relation or an area tagged with boundary=administrative. The tag get inherited by areas or relations with higher admin level values, except it is overriden there. If it is tagged both on the relation and the area of an administrative unit, the taggig on the area should be ignored.
Rationale
Tagging of holidays would simplify the evaluation of PH values from opening hours tags and allow to specify their local validity.
Examples
A country has a national holiday. Each state within it has an own set of public holidays. A single town has its own public holiday within a state.
