Proposal
A soup kitchen is a place that offers prepared meals, usually to the poor, free of charge or below market price. Soup kitchens can be operated by government entities or they may be staffed by volunteer organizations, such as church or community groups. Other soup kitchens are run for political reasons or just because people like to cook and eat in this manner. Any facility can be marked with this tag if it serves or donates prepared food below market price or for free.
Other names for this type of facility are bread line, meal center, or food kitchen. [1] In some Spanish-speaking Latin American countries they are known as 'comedores comunitarios'. In Brazil they are 'restaurantes populares'.
Rationale
Currently the closest tag for this type of service is social_facility=food_bank; however, many food banks perform a warehouse function or distribute canned and boxed food, not prepared meals. The introduction of a soup kitchen tag will allow map users to understand where prepared meals are offered.
The introduction of this tag is a potential benefit to low-income map users or community groups who want to use OpenStreetMap to store and display information about local social facilities.
Features affected
The introduction of a soup kitchen tag would mean that social_facility=food_bank should no longer be used for facilities that perform a soup kitchen function.
