Proposal
It is proposed to add information whether a toilet has period products and a waste bin available. Both are relevant for people on their period. It is to be used on the amenity=toilet
node. This proposal is partly based on Proposal:Free period products. I proposes the usage of two tags that inform on availability
toilets:period_products=yes/no/limited
toilets:waste_bin=yes/no/limited
Limited is to be used when it's only accessible on some toilets e.g. only some toilet stalls.
Rationale
Relevance
The availability of period products that are provided similar to toilet paper is relevant for people on their period, same goes for the availability of waste bins (to throw away used products). While for some toilets there can be an expectation that they are available (e.g. government buildings in some countries/areas) most others do not. Therefore including information on availability is relevant.
Alternatives
The vending machine option is not an adequate solution as a) vending machine can be misleading in many cases where period products are provided in a different manner b) this option is harder to map correctly. The difference here is similar to something like drinking_water
which is used for toilets and is different from a vending machine that provides drinking water. Vending machines that have period products may still be mapped separately.
Tag values
While the term period products covers a wide range of items (tampons, pads, menstrual cups and period panties) toilets will likely only provide tampons and pads. This tag should be set to "yes" even if only one type of product is available as the range of possible different items is large (size/absorbency capacity of tampons and pads, features like tampon applicators etc..) and we can therefore not properly map if an exact type of product is there but the information will still be useful to most.
Limited should be used when period products are only available on certain toilets (e.g. female-only stalls). The reasoning for this is very similar, there is a large variance of bathroom configurations and it wouldn't be feasible to map this more granular.
Tagging
Tagged should be only done on
Examples
Examples of period products provided:
- Scotland: Local authorities and educators must provide period products: https://www.gov.scot/policies/poverty-and-social-justice/access-to-free-period-products/
- Muliple municipalities in Baden-Württemberg, Germany provide period products in toilets: https://www.swr.de/swraktuell/baden-wuerttemberg/kostenlose-tampons-karlsruhe-heidelberg-tuebingen-100.html
