Rationale
There are lost of types of waste_collection, including recycling .. and it may become difficult to mange them all under other top level tags. Most require a different rendering to identify the feature, and so a higher level tag would aid this.
For organizational purposes waste_collection can be separated by its state; solid or liquid.
Usage=
Covering an assortment of community facilities for the collection of waste.
The presently existing used 'waste' tags total 7 and are;
amenity=waste_disposal
amenity=waste_basket
These use the sub tag of waste= to specify the type of waste.
amenity=waste_transfer_station
Uses a sub tag to identify the type of waste/s.
The presently in use 'waste' tags but undocumented tags are;
amenity=dog_bin
amenity=dog_waste_bin
The other 'waste' tags are;
amenity=dumpstation (abandoned - not in use)
waterway=waste_disposal (depreciated - to amenity=waste_disposal)
Present 'recycling' tags that may be replaced;
amenity=recycling
Terms
American terms have been used in the tag waste= e.g. 'trash', this has been replace here by the more British 'waste_collection'. Another American term is 'dumpster', recommend 'skip' to be used if required.
Containers
Possibly best separate by size (I've used the volume terms commonly used here in Australia.. any British input?)
Large - skip bins - over say 3 m^3 (3,000 litres? )
medium - wheelie bins - 120 litres, 240 litres.. others?
small - bins - 50 litres or less?
This may become a sub key .. for example volume=240 litres ?
Recycling
Included this as part of the waste_collection system.
May have an additional sub tag of recycling=yes. Subject to further proposal/s.
Possible additional keys?
tag waste_collection:recycling=yes/no/partial ? or a simple sub tag recycling=yes/no/partial ? Unfortunate the waste_collection= keys would still remain for those places where recycling does not take place (so why separate the waste_collection? Or where the recycling status is unknown)
Possible Values
What are the possible values for this key, 27 so far? I've includes ones in use, and those documented in OSM. I think each of these will need there own proposals.. if the waste_collection key is accepted. So don't worry about these - they are one example only.
State:Solids
waste_collection=rubbish_bin - less than 50 liters (0.5m^3?) receptacle for general pedestrian waste
waste_collection=cigarettes_bin - for the disposal for cigarettes buts and ash - small say less than 10 litres
waste_collection=sharps_bin - for the disposal of syringes and needles, common in medical area for the safe disposal of needles
waste_collection=paper_bin - for the disposal of paper, may be used for recycling. May include cardboard.
waste_collection=household_bin - for the disposal of waste generated by a domestic household. Usually a wheelie bin.
waste_collection=household_recycling - for the recycling of waste generated by a domestic household. Typically contains paper wrapping/products, plastic wrapping/products, metal products, contents may vary by region. Usually a wheelie bin.
waste_collection=green_waste_bin - for the disposal/recycling of garden clippings.
waste_collection= metal_ferrous_bin - for the disposal/recycling of ferrous metals.
waste_collection= metal_nonferrous_bin - for the disposal/recycling of nonferrous metals. eg aluminum cans. May be further subdivided by metal type e.g. copper, aluminum
waste_collection= metal_bin - for the disposal/recycling of both ferrous and nonferrous metals.
waste_collection= plastics_bin - for the disposal/recycling of plastics. eg PET bottles. May be further subdivided by type. Use the triangle numbers 1 to 7?
waste_collection= glass_bin - for the disposal/recycling of glass e.g. glass bottles. Maybe further subdivided by colour.
waste_collection=drugs_bin - for the collection of pharmaceuticals / medicine / drugs. Size?
waste_collection=rubble_bin - for the collection of builders waste - usually a skip bin, may be recycled as fill.
waste_collection=clothing_bin - for recycling of clothing.
waste_collection=white_goods - for the collection of fridges, freezers, stoves, dishwashers, cloth washers.
waste_collection=electrical_bin - for the collection of electrical items, other than white goods.
waste_collection=asbestos - for the disposal of asbestos.
waste_collection=drugs_bin - for the collection of drugs. Usually found within a medical facility or pharmacy.
waste_collection=tyres_bin - for the disposal of vehicle tyres
waste_collection=printer_consumables for the disposal of printer cartridges, ink jet cartridges?
State:Liquids
waste_collection=oil_receptacle - for the disposal of used oil
waste_collection=dog_excrement_receptacle - for the disposal of dog excrement after it has been picked up and bagged, commonly found on the edge of parkland used for dog walking
waste_collection=excrement_receptacle - for the disposal of human excrement, commonly used by boats. Maybe called 'black water'.
waste_collection=chemical_toilet_receptacle - for the disposal of human excrement where it has been deposited in a chemical toilet, commonly used by caravans, RVs.
waste_collection=grey_water_receptacle - ( e.g. from showers and dish washing). This can be recycled e.g toilet flushing, garden watering.

Comments
This arises out of the need for more tags for waste_collection facilities; the options for these new tag are;
A) More values under the key amenity such as amenity=waste_dump_station?
B) More values under amenity=waste_disposal in the key waste=?
OR
C) New top level key waste_collection= with new values under that?

- I will not spend my time on expanding the proposal to cover all the possibilities, resolve all the conflicts if the concept is wrong. Document it, use it, adjust it, propose it, use it more, adjust it again and maybe after some time - if you feel it is necessary - put it up for voting. I repeat the first sentence! Test of the support for a new top level tag of Key:waste_collection= Thus not the example values - those I see as requiring further discussion and later voting.
