Use toilets=pitlatrine instead

As this tag is more a specialization of toilets IMHO than a "flag" like attribute of toilets, I would suggest a subtagging like the one mentioned above. Similar could be used for wc (water closet), chemical toilets (whatever value to use here), perhaps even urinals (here I'm not sure, if that's a good idea). --Jongleur 20:17, 22 October 2011 (BST)

Could be used in combination with the access= key.

access=yes is a public toilet.

access=private for a private one.

This should be an attribute of amenity=toilet. Please don't create a new top level tag.
