Hey, thanks for picking up this topic. I would suggest splitting the two keys into two proposals, though, because of the whole vending machine problem, i.e. the period products might be in a vending machine, but you usually don't have to pay for the bin. If someone doesn't like the period product proposal and votes against it, they will automatically have to vote against the bin proposal.

Also, would it be important to know whether the bins are in each stall or only in the hand washing area? Some toilet facilities also have separate bins for hygiene products which are picked up by a special company, whereas the restaurant/ bar/ museum (cleaning) staff empties the regular bins.
