Proposal

This proposal tries to generate a consensuated table of required services and population for each kind of populated settlement by region. Some regions favor population over services and viceversa, so there's no need to cover that cell if that criteria isn't considered.

This is only a classification for settlements, not municipalities or territories. In principle, a megalopoli should be measured by the metropolitan area, as it is just one huge settlement.
