Proposal
covered=protection_gallery is added to a highway=* or railway=* way that runs in a protection gallery, i.e. a structure similar to a tunnel, but open on the valley side, which protects the road or rails from avalanches, rockfall or mudflows.
Rationale
Protection galleries are common in montaneous areas. However, there is currently no designated tag.
