This proposal intends to modify the subkey changing_table:location for the reasons given in the 'Rationale' section of this page.
Rationale
Someone pointed to the wikipage Semi-colon value separator as part of a discussion of using semicolons as seperator of key values. In my previous successful proposal the subkey `changing_table:location' allows to seperate the values by a semicolon.
While the support of a semicolon as seperator for this subkey falls under the three exceptions, I want to give here the chance to change that because the subkey changing_table:location is still not in widespread use.

- It allows us to specify for each location inside of a POI, if there's a facility designed for nappy changing or it is just a bench. A POI can contain more than one changing table, one can just be a bench and the other one a facility designed for nappy changing.
- It is easier to handle, to work with the tag.
Most mappers probably do not care about the difference between `yes` and `limited` and will take `yes` unless they care about security for babies because a bench usually does not have straps to prevent a baby from falling out but a official changing table has.
