Proposal
This proposal is trying to achieve two things, firstly to clarify the usage of highway=unclassified as this tag is being used to mean less than residential and greater than residential at the same time, the ambiguity is caused based on if you are used to rural areas or metro areas. This proposal is put forward as a way for those using unclassified in rural areas to have a tag to use, while highway=residential might be applicable, it isn't very descriptive as rural roads don't run through residential areas.
Rationale
The highway=unclassified tag is defined in a slightly ambiguous way. The meaning for unclassified should be updated to reflect it has higher traffic volumes than residential rather than the current deffinition.
Tagging Discussion
I am proposing highway=rural for roads that wouldn't be classified as tertiary due to low volumes of traffic. Rural roads are generally single lane, generally unsealed but all weather. Rural roads may or may not be through roads they are for connecting farms to urban areas and between urban areas where the funding hasn't been made available to seal the road.
