Proposal:Towpath (relation)

This is a proposal for a set of tags and members making a Relation to represent a towpath, such as alongside a canal or river.

The Towpath relation:

• groups together a waterway and its officially designated towpath (or, occasionally, towpaths). When making waterways maps, you may want to e.g. render all non-waterways dim except for the towpath.

• makes it clear which way or ways form the towpath - some canals have footpaths on both sides, but only one is the official towpath.

• keeps them associated even when they diverge - e.g. if the waterway goes through a tunnel, the towpath may pass over the top of or around the hill, some distance from the waterway.

These are "one or more" because it may be that there's a break in the way representing the waterway and not in the one representing the towpath, or vice versa, and it seems unnecessary to require matching breaks.
