This tag refers to boxes and other structures containing plants for decoration. They are commonly placed on highways, pedestrianised areas and low-traffic neighbourhoods as a barrier preventing the passage of cars and other wide motor vehicle, while enabling safe movement of people, wheelchairs, bikes and other light modes of transport. Often they are place while blocking cars and larger vehicles. They are used to create 'filtered permeability' and are a type of modal filter.

Some planters placed on a road are part of traffic_calming=choker or traffic_calming=chicane. Such barrier=planter should be likely combined with proper traffic_calming=* value and vehicle=yes to mark that it is not completely blocking passage.
