Tag used in some places to mark places where trash is illegally dumped[1]. Note that it has high usage count but was used in a very low number of locations.
Naming is problematic as tag name is not making clear that it is used for illegal locations and it is not making clear differentiation from amenity=waste_disposal, making it very likely that both will be used interchangeably.
landuse=landfill + informal=yes that was proposed for places where trash is illegally dumped[2] is also a bit problematic as such places are not really landfills.
