A  treaty is a formal, legally binding written agreement between actors, most often in international law. It is usually made by and between sovereign states, but can include international organizations, individuals, business entities, and other legal persons. A treaty may also be known as an international agreement, protocol, covenant, convention, pact, or exchange of letters, among other terms. However, only documents that are legally binding on the parties are considered treaties under international law.

Treaties can also exist domestically between sovereign actors within an internationally-recognised state. These include treaties between a federated state and its federal government, or between a government and indigenous nations within its borders.

Usage

• In the OSM-Database, relations are used to model the boundaries of an area.
• This value describes the application area of the respective treaty.
• The basic elements/ways often consist of already existing administrative borders.
• When tagging treaties between public governments and indigenous nations, the application area of the treaty might be larger than the area directly administered by the indigenous government. The latter should be tagged with Tag:boundary=aboriginal_lands.
• A treaty might create regions within its application area that has unique trade and commerce laws. These should be tagged with Tag:boundary=special_economic_zone.
