Marks object that it has no signed collection hours info. It may be used to skip such objects, or give them lower priority during (re)surveying collection hours as for such object tagging collection_times=* is significantly more complicated. Note that it may be together with collection_times=* - it is still possible to ask owner, employees or opening information may be available elsewhere.
This tag is both added and used by StreetComplete.
