A designated bathing water is a place where the relevant authority has determined that it is a popular spot for bathing (swimming), and regular water quality measurements should be taken to determine the suitability of the water.

In the EU, this tag is probably implied by ref:EU:bwid=* (i.e. any place that has a bathing water ID assigned by the EU is a designated bathing water), but designated bathing waters also exist in the UK, where no such ID exists, so this tag was invented to record these locations.

This tag is not being used by itself, as a primary feature tag. Instead it is added to a point of interest to indicate that it has been designated a bathing water. In Scotland, where the tag was invented, these POIs are leisure=bathing_places, but if you are using the tag elsewhere, leisure=beach_resort or amenity=public_bath might also fit, depending on the level of infrastructure.
