A filter or filter in turn is a type of junction that assigns priority to junction users based on the order in which they arrive at the junction. It is usually combined with a box junction so users of the junction must not enter the junction unless their exit is clear.

This tag appears to be used at nodes where multiple highway=* lines representing roads intersect.
Regional notes
This tag is not used in the United States, where vehicles normally take turns at an intersection controlled by stop signs or yield signs in every direction, with priority to the right as a tiebreaker. Priority to the right also applies to uncontrolled intersections, though there may be exceptions based on the road classification or surface. The MUTCD does not specify a sign or marking analogous to the filter in turn sign in Guernsey and Jersey.
