This tag describes that a route=road relation is a city route in the Netherlands or Curacao, specifically a ring route, without a road number.
These ring routes must be signposted with the RING symbol. The Richtlijnen Bewegwijzering - Deel II Niet-Autosnelwegen (1993) describes this route type as follows:
binnenstedelijke ring
Indien binnen een slad een ringvormige route aanwezig is die fungeert als verdeelroute voor het verkeer naar de wijken verdient het aanbeveling deze route aan te geven als een stadsroute en wel door middel van de aanduiding 'RING', opgenomen in het spoelvormige veld van het stadsroutenummer.
Unlike S-routes, there can only be a single binnenstedelijke ring route per city network, therefore it makes no sense to append the city name to the value of network=*. All routes with network=NL:binnenstedelijke_ring thus share the same signposting style, but are not geographically related.

Do not use network=NL:binnenstedelijke_ring for motorway rings or other rings that do not use the RING symbol.
