This is the office of a Quasi-Autonomous Non-Government Organisation (
Quango).
These organisations are partly funded by the government and partly controlled by the government. It is not usually obvious that an organisation is a quango unless you can determine how it is financed. Examples are found in health advisory bodies and in services for youth.
