The tag pharmacy=yes appear to express that a feature (with another principal tag, typically one of the healthcare-related tags (e.g. doctor, clinic, etc.) also hosts a small, in-house pharmacy.
The tagging concept is similar to how the tag atm=yes is used in conjunction with features tagged as tag amenity=bank, but it's probably best to denote this feature on the map as a separate element, tagged with amenity=pharmacy and/or healthcare=pharmacy.
