The tag shop=shopping_centre is used to map a shopping centre: usually a collection of shops built around a parking lot adjacent to a road, where all the shop fronts are visible and accessible (for the most part) from the parking or street they are built around. The tag landuse=retail is also used for this kind of feature.

In contrast, a shop=mall is built around the inner pedestrian area, where most shops face inwards to the indoor, covered, or outdoor pedestrian area. The "Mall" in "shopping mall" refers to this central pedestrian area, which is not usually present in shopping centres.

As a general rule of thumb, if the the front of the shops generally face the parking lot and/or street, it is a shopping centre. If the the shops (beyond the large anchor stores) face inward, and are generally accessible only via the central pedestrian ways, it is a mall.
