The heavy use of purple and blue colored text makes it very hard to distinguish between normal text and hyperlinks. (Unvisited hyperlinks default to blue color, and visited hyperlinks default to purple color.)
Also, the use of foreground and background colors on highlighted sections lowers the contrast ratio, making such text actually harder to read than normal text.

There are various ways to represent hyperlinks. The traditional way is to underline these. But many sites such as OpenStretMap wiki, Wikipedia and Blogspot have made the choice to use diffeerent CSS Stylesheets and to not underline hyperlinks.
When redacting a wiki page, we have no control on this, no possibility to modify easily the CSS Stylesheet.
Your proposition to not enhance pages with colors do not resolve the problem of identification of hyperlinks. If you look at the various pages for HOT Activations and Task Manager, we have gradually experimented various ways to have more atttractive pages. It would be interesting to find better ways to represent hyperlinks in a page. But note that in this wiki page, there are already icons at the right of the hyperlink.
