Access hierarchy

Where does the speed_pedelec fit in in the access hierarchy. Because it have a motor, motor_vehicle=no means also speed_pedelec=no. Should this be mentioned in the key page.--AllroadsNL (talk) 18:28, 1 December 2020 (UTC)
