The Association is fairly large, active and dedicated to OSM. It would seem to be a credible recipient of a grant. The applicant, Włodzimierz Bartczak, is not on the list of 500 mappers who have edited the Poland map in the last 2 months. This is not good. However, the translator, Mateusz Bartczak, is active, at 32/500 - he averages about 15 mapping days per year, for the last 7 years.
The application is for a lot of equipment, for the purpose of setting up a studio to make online (streamed) webinars on quite specific topics, all well described, all related to editing the map. The intended audience is briefly described in surrounding content. The previous experience of the applicant in this work is not clear,and no links to work samples of the director, presenter and supporting staff are provided. There is no indication of the quantified programme objectives nor of any monitoring and evaluation standards that will be used to judge the impact of the programme.
I am concerned with all projects that request capital equipment that the OSMF is donating equipment into private hands for a one year project with few controls on the use of the assets. Elements of the equipment will be usable for 3 to 5 years, after which it is reasonable to write it off. I would prefer that the equipment is rather provided to a collective than to a person, ideally to Stowarzyszenie OpenStreetMap Polska, and that the equipment is made available (when it is not being used for this project) to other members of the association for training purposes and for similar projects in this and the next two grant cycles.
On the basis that the grant is clearly to be used to build the OSM organisation in Poland, and that the application is fairly good (despite big gaps), I am supporting this project.
