Craig Allan: Enhancing planning etc. is great and I as an ex-urban-planner will agree it is socially desirable. The application is notably skillfully prepared. However, creation of a significant Ugandan GIS resource is apparently driving this proposal. This grant seeks only to increase or improve OSM communities and OSM systems. The development of country information systems is out of scope. It is noted that 150 (or more) people will be trained and involved in the mapping, but details of how they will be organised into some organisational home and if there are longer term goals for them are missing. That detail on organisational development is important.
lusdavo: Thank you Craig for your comments. This proposal is the starting point of a really committed effort by local mappers (the OSM Community in Uganda) to support these cities right from their creation. As you rightly note, the development of a country information system for these cities is out of scope for this proposal, but not off the table for the team. This is why we are proposing having at least 10 mappers based in, or, with specific knowledge of a given city, who will work (longer-term) to improve map data, engage the city administration, and drive the growth of a GIS community in that particular city. For this proposal and project, we wanted to start with the completion of basemap data across these 15 cities, upon which more GIS projects will be developed. The team is already exploring more options for supporting these cities longer term and is already in touch with the relevant government agencies.
