additional tags
I'm just curious how many of the additional nhd tags we need on these imports. Maybe we should just use FCODE and reach_code or COMID as these provide the original category coding and unique ID from NHD so that recoding and corrections can be done.

Outdated
This hasn't been actively maintained in years. Many of these rules appear to be questionable now. Examples at a glance:
- occurrence=intermittent instead of intermittent=yes
- amenity=fish_ladder instead of man_made=fish_ladder
- Feature Type "reservoir" translated to man_made=wastewater_plant
- Feature Type "geyser" translated to natural=spring
- Various uses of type=* (that clashes with relations)
- Inconsistencies with usual tagging (under_water vs. underwater, spaces vs. underscores)
