Some of the rivers have already a name, so I think it is better to have one relation for the river like that :

• type=route
• name=Aa River
• ref:IWAI=4 or the ref with the name of the governemental institution responsible to give the identifier, for example ref:SANDRE=NW4 in France.
• network=IN:NW
• boat=yes
