What to refer to: Programme vs. Level vs. Category vs. Sub-Category
ISCED 2011 defines 3 (or maybe more?) different and independent numbering systems:
- ISCED-P: Education programme (the "level" a school teaches, e.g. "Bachelor's")
- This is also what isced:level=* refers to
- ISCED-A: Educational attainment (the "level" a student may achieve)
- ISCED-F: Fields of education (e.g. Engineering, Agriculture, etc.)
ISCED 2011 introduced a system where the ISCED-P value can be given using either one, two or three digits. (In ISCED 1997 it was only one digit (and optionally a suffix "A" or "B"?).)
If the ISCED-P value is given with 1 digit it's called "Level, given with 2 digits it's called "Category", given with 3 digits it's called "Sub-category".

Assuming we would like to allow mappers to enther 1-, 2- and 3-digit values, question is whether "Level" is the correct term to have in the corresponding OSM-key, or whether we should go with "programme" or some short form like "isced-p"...
