Updating schools
This import seems to have added isced:level=* to all the schools in Puerto Rico based on the older elemental/intermedio/superior system of school levels that happens to line up with ISCED levels 1–3. However, the Puerto Rico Education Reform Act of 2018 groups public schools into an American-style primario/secundario (elementary/high school) system, which doesn't line up well with ISCED. UNESCO has never published an official correspondence from Puerto Rico's educational system to ISCED, and the official one for the U.S. doesn't result in very useful classifications. [1]
The U.S. Department of Education publishes grade level data on schools in Puerto Rico. [2] The Puerto Rican government also publishes a dataset of public schools that indicates whether each school is primario, secundario, or todos los niveles. [3] I propose to tag each school with grades=* and school=elementary/secondary or school:PR=primario/secundario based on these two datasets and remove the potentially outdated isced:level=* tags.
